According to the Mutual Certification Arrangement of Organic Products between the CNCA and the MPI (hereinafter referred to as the Mutual Certification Arrangement), on the premise that the requirements of the Mutual Certification Arrangement are met, the regulations and results of organic products certification in New Zealand and China are equivalent. Relevant matters of the implementation of mutual certification are announced as follows.

I. Product Scope

The Mutual Certification Arrangement is applicable to products listed in the Catalogue of Certification of Organic Products, but except for aquatic products and textiles. Organic processed products shall contain at least 95% of organic ingredients certificated by New Zealand official organic product assurance scheme or Chinese national standard for organic products.

II. The Certification Arrangement of Organic Products that China Imports from New Zealand under the Framework of the Mutual Certification Arrangement

(1) Certification Requirements. The organic products that New Zealand exports to China shall also meet the requirements of the List of Prohibited Substances in Organic Products that New Zealand Exports to China (see Annex 3), in terms of plant protection products, food additives and processing aids, while meeting New Zealand official organic product assurance scheme. Organic ingredients used in products that New Zealand exports to China shall get Chinese organic product certification (convert certification is not included) and certificate issued by Chinese organic product certification authority.

(2) Certification Certificate and Mark. New Zealand organic products sold in China should be marked with Chinese organic product certification mark and organic code.

A. In China, organic product certification mark and organic code shall be marked by Chinese importers certified by Chinese organic product certification authority.

B. In New Zealand, organic product certification mark and organic code shall be marked by certified manufacturers in following ways.

a. Marked under the management of Chinese organic product certification authority.

b. Marked under the management of New Zealand certification authority.

This announcement shall come into force from the date of publication.

Annex

                                                                                          List of Prohibited Substances in Organic Products that New Zealand Exports to China

According to the Mutual Certification Arrangement, substances used in organic products that New Zealand exports to China shall meet following requirements:

1. Plant Protection Products

The use of pyrethroids is prohibited.

2. Food Additives and Processing Aids

All food additives and processing aids shall be used in accordance with the scope and limit specified in GB 2760 National Food Safety Standard Standard for Uses of Food Additives.
