Policies & Regulations
Chinese Premier Li Keqiang signed a decree of the state council and promulgated the revised Regulations on the Implementation of the Food Safety Law of the People's Republic of Chinaon October 31, 2019. The Regulations have 10 chapters and 86 articles and come into force on December 1, 2019. Antion has interpreted the key provisions of the regulations, hoping to bring help to the legal and compliant operation of industry enterprises.

On May 30, 2019, the State Council issued the Notice on the Key Work Arrangements for Food Safety in 2019, it is aiming at carrying out the work of building food safety assurance project, to promote the quality and safety protection level of the whole food chain.

Draft for comments
On November 21, SAMR has drafted the Measures for Supervision and Administration of Food Labeling (Draft for Comments). The purpose of this revise is to standardize the food labeling, comprehensively implement the Food Safety Law, Regulation on the Implementation of the Food Safety Law, and other laws and regulations, and strengthen the supervision and administration of food labeling.

On November 26, 2019, the GACC solicited public opinions on the Regulations on the Administration of Registration of Overseas Manufacturers of Imported Foods (Draft for Comment). Draft emphasizes main body responsibility of the food-related parties. The food-related parties include competent authorities of overseas manufacturers, overseas manufacturers, importers, etc., and the responsibilities involve compliance statement, annual report system, overseas enterprise audit system, etc.

On May 28, 2019, the SAMR released the solicit comments on Food Production License Management Measures (Draft for Comment). SAMR made certain important revisions to the existing measures.

On April 2, 2019, NHC issued a WTO notification on the Food Safety Standards Administration Measures (draft for comments). Measures is developed on the basis of the Food Safety Law and Regulation on the Implementation of the Food Safety Law. The overall structure has been increased from the original seven chapters and forty-two clauses to nine chapters and sixty clauses. Almost every clause has different degrees of additions and revisions, and the revision is heavy.

In 2019, Antion participated in lots of forums, delivered keynote speeches, and provided regulatory consultation, answered relevant regulatory questions and interpreted relevant standards and regulations for on-site visitors and exhibitors free of charge.
