On March 26, 2020, the State Administration for Market Regulation (SAMR) has issued the 2020 Legislative Work Plan (hereinafter referred to as the Plan), and made arrangements for the legislative work in 2020. The Plan shows that the SAMR will closely focus on the key work of market supervision and make scientific and reasonable arrangements for legislative projects. In 2020, the SAMR plans to draft 7 laws and administrative regulations for review, as well as formulate and revise 48 departmental regulations, and continue to actively cooperate with legislatures to promote the legislative projects.

The Plan requires that the first category of projects in the departmental regulations must be submitted for review and related materials to the legal system for review by June 30, 2020, and allow reasonable time for review, and strive to complete by the end of the year. The second category of departmental regulations, laws and administrative regulations, must ensure high-quality and efficient advancement and be submitted for review on schedule.
The Plan also called for broadening the channels and ways for the public to participate in legislation. Drafting and reviewing legislative projects should extensively listen to the opinions of relevant agencies, organizations and the public. The drafting unit shall openly solicit opinions from the public and provide timely feedback on the adoption of opinions. Enterprises and the public may pay attention to the solicitation of relevant regulations and standards, and put forward opinions and suggestions in a timely manner during the solicitation of opinions.
